Public Land Development Corporation– The stated purpose of HRS Ch. 171C is “to make optimal use of public lands for the benefit of Hawaiÿi’s people and establish the public land development corporation (PLDC) as the development arm of the department of land and natural resources (DLNR) to administer an “appropriate and culturally-sensitive public land development program”. No guidance in HRS Ch. 171C on the definition or standards of “appropriate” or “culturally- sensitive”. Legislature found that giving PLDC control over certain public lands may assist in creating better public recreation and leisure areas and create revenue to offset DLNR’s regulatory functions.
PLDC is comprised of a five-member board of directors – BLNR Chairperson, click Director of Finance, price Director of DBEDT, an appointee of the House Speaker, and an appointee of the Senate President.
BLNR chairperson or designee – William Ailä, Director of Finance – Kalbert Young, Director of Business, Economic Development, and Tourism or designee – Mary Alice Evans, Senate President designee – Duane Kurisu, House Speaker designee – Robert Bunda
